In general, catastrophic plans are available only to people who are under 30 or for people 30 and older who cannot afford a qualified health plan. People who are under 30 years old may enroll in a catastrophic plan without taking any special steps.
However, if you are 30 or older, you will need to show that you cannot afford coverage or face a hardship if you want to enroll in a catastrophic insurance plan. In order to enroll in a catastrophic insurance plan, you must first be approved for an individual exemption based on affordability or hardship (including those whose former plans were dropped or cancelled due to the Affordable Care Act).
