The Individual Coverage Health Reimbursement Arrangement, or ICHRA, is a group health plan. The ICHRA functions like a health spending account, and is funded with employer contributions. Those contributions can then be used to reimburse pre-approved medical expenses. The ICHRA itself does not offer any kind of health insurance coverage.
To participate in the ICHRA, you must obtain health coverage. Health coverage can be obtained from Maryland Health Connection or directly from a health insurance company. Whether you can enroll through Maryland Health Connection depends on how your employee contributions to the HRA are funded.
